In the wms module there is a georss output format. If you want to see it quickly in action just ask geoserver for the following url:
http://localhost:8080/geoserver/wms/reflect?layers=topp:states&format=rss
It does not use the rome library, it rolls its own georss producer.
There is also the geosync community module which produces an rss feed:

It does use the rome library.
Do you mind if I bring in other dependencies? I don't know how the whole
approval process works here on that...
Well the way it usually works is you request permission to create a community module. And then you are given some community space (like where geosync lives) to build your module. You are free to add the dependencies you need. Getting a community module is relatively easy, you just need to mail the list and explain your intentions, and get the approval of at least one PSC member.
After you feel your community module has matured enough that it is ready to become a geoserver extension, it can be upgraded to an extension module. However, there are certain requirements for extensions above that of community modules, it needs documentation, a maintainer, a certain percentage of test coverage, etc...

You mean the url schema for the feed? Yeah I guess have a couple of options here. But I am thinking maybe something like:

We could pretty easily i think. The GeoServer catalog model abstracts the idea of a coverage and a feature type into a "resource". Every resource has a bounding box so it would be no extra work.

Good idea. Simply tagging the feed entry with an atom:link which points back to the wms call should be relatively easy as well.

(add/remove layers and layer groups).I'm trying to determine an estimate on that now so I can determine
whether I should go down this path. Otherwise, I'll have to generatea
