first, see the layer in openlayers:

notice as you zoom in the labels change from just the transfers, when they exist, to full station labels. there are different Rules in the SLD for different zoom levels.
now check out the KML:

It seems to use both of the rules when generating the labels, so stations that have transfers have both the label, and the transfers displayed. eg: "Jackson Hts-Roosevelt Ave (7,E,F,R,V,X) 7,E,F,R,V"
Should there be more parameters, eg LabelRule, LegendRule, etc., to help specify which Rules to use in rendering?
this is not to mention the legend which shows lots of funkiness.
thoughts? recommendations/

Hi Mike,
Currently our kml support pretty much ignores scale... :(. I guess maybe
because you don't really know the resulting image size like you do in
normal wms requests. Perhaps we could just choose a good default
value... not sure.
I am opening a jira issue on this task regardless.
