I've done quite a bit of searching and can't seem to find an answer to this
question. If I have 2 layers that have labels that collide, is there a way
of making sure the both get drawn, even if they have separate SLDs?

No, there isn't. Labels are gathered from each layer during rendering, and then they are drawn last and all togheter. Why would you want colliding labels to show up?
