Is it possible to get labels on the legend graphic, similar to this tutorial?

Following the instructions outlined in the link above i see the
legend, but the labels are missing. Maybe it's a custom graphic.
Any ideas?

It depends on what style you are using. If a <Title> is defined for your
<Rule> in the SLD file, that title text will appear as the legend label.
For example:
<Rule>
<Name>Tropical Storm</Name>
<Title>Tropical Storm (34-63 knots)</Title>
...
