I am running GeoServer 2.7-SNAPSHOT on Ubuntu (Precise), attempting to
install the mbtiles community extension.
I have been unable to find a version of the mbtiles extension for
geoserver 2.7 that installs properly; every time I unpack the mbtiles zip
contents into WEB-INF/lib, geoserver fails to run. Has anyone been able to
install this extension on Ubuntu? If there isn't a working version, can
someone point me to the working development repo so I can try to patch?

By the looks of the error, it seems the mbtiles extension is meant to be
used along with the WPS module, and
will fail if WPS is not present.
Looking at the code it seems there is a WMS output format, and a WPS one, in
the same package, it would be probably a good idea to split the module in
two, a gs-wms-mbtiles and gs-wps-mbtiles.
Not sure if there is anyone looking after the module, after all it's a
community one.
