I want to start using Geoserver but i'm a bit confused with the whole
procedure. I have plenty of questions and i would appreciate simple answers
since i'm not an experienced user.
With geoserver you can publish your own maps online. In order to use a base
map you have to use openlayers or similar?
If i want a user (any user or only registered users) to add points on a
published map, add a small description and then add these points to the
database, how can this be done? Geoserver can handle the whole oparation?
Do i have to use a programing language to achive this functionality (if so,
which language?)?
If i use google maps as base map, am i allowed to digitize on this base map
(i'm asking about the rights)?
Is it better to use openstreemaps?

Javascript in the browser. Geoserver is a backend data store. You want
something more like Geonode (not sure you can edit layers yet),
Geomoose, etc...

As long as your not copying data from Google (ie not tracing their roads
is a legal gray area).
