I have a world shape file and would like to know how to set the background color in the SLD. Can someone help please?
World
Simple world overview style
Solid grey fill
Rule 1
Grey
Solid light grey fill
#DDDDDD
1
I just want to make the background blue for water.

SLD cannot style empty space, just geometries.
In your WMS request, use BGCOLOR=#0000FF to have a blue background.

If I want to allow the use of openlayers client, is there a way of modifying
the default BGCOLOR, so it is not required to be passed?

Hmm... the WMS specification mandates a 0xFFFFFF background color (white)... nothing prevents adding this kind of option, but changing
the geoserver configuration is such a pain now that I don't think we'll
handle this soon.

If you're using openlayers you can just ask for transparent tiles, and then set the html of the page with openlayers for the background color you want. That's what we do on sigma: http://sigma.openplans.org/?lat=40.67472&lon=-73.02895&zoom=11&layers=BT
