Reading the citation in GeoServer Blog about Brasil (http://blog.geoserver.org/2007/05/23/geoserver-in-brazil/) ,I saw that it was commented about the OSGeo.
Then I would like to inform that the Brazilian Chapter is already in progress, and the list already possesss address
