I can't seem to get format=GML-GZIP and format=SHAPE-ZIP to work with 1.4
RC5. Do I have the tag wrong?

I just tested them with the official 1.4.0 release and they are working. Also note that the gml gzip format should be: format=GML2-GZIP (the '2' is needed).
Do you get any errors in the log?
