If every orthophoto has a different resolution, (pixel size different in x,y) there are two ways to do this:

A different layer for each ortho, let GeoServer resolve the differences. Not too speedy, but might work if you have only a few.
-
Use Gdal to convert all the orthos into a common format/resolution/projection, then use the Mosaicing plugin in GDAL to display them. Jpeg2k might be a likely suspect for the format, although I don’t know.
For either, you can then use the GeoWebCache to speed up the access by the end user. However, I haven’t been able to get GeoWebCache to work (yet!), so this may be wishful thinking.

Hello!
At first, sorry my poor English.
My mother language is Spanish.
I want share, via webbroser, a recents orthophotos take on the air.
I read in others formuns that, the ortophotos required a pre-process
to make a mosaic, to resolved “errors”.
I find “er mapper” software to do this, but always I tray to use
opensorce software.
I want know if exists any opensource solutions to pre-process the
orthophotos and make the mosaic.
In additions, I have georeferencing in shape file of the orthophotos.
But I think that, I can’t use this shape file to implements my mosaic
in geoserver because, each orthophoto have a diferent resolution.
The orthophoto format is “.PMI” but I think that this format is JPG
with PMI extensions.
In any case I can export .PMI files to .JPG
