I know that it is possible in MapServer but I am not sure it is in GeoServer. Giving a bounding box, I would like to generate a ScaleBar.
Can you tell me if it is possible, knowing that I will not use openLayers as a client ?

We cannot add a scale bar inside a WMS response at the moment, sorry.
If you want you can open an improvement request on jira.codehaus.org.
You can also consider patching GeoServer to support such functionality,
if you want to pursue this approach meet us on #irc and we can give you
directions on how to do so. Or you can ask a commercial support provider
to code it for you (http://geoserver.org/display/GEOS/Commercial+Support)
