http://schemas.opengis.net/ is down which brings down our Geoserver 1.6.4
instances ....
Would it not be an idea to have Geoserver cache the schemas somehow
locally for situations like these?
Somehow Geoserver 1.7 does not seem to have this problem, since those
instances are still working ...

Yeah, it should be, any references dependent on external resources is a bug.
Somehow Geoserver 1.7 does not seem to have this problem, since those
instances are still working ... 
I believe the issue was fixed for 1.7.x, and not backported since 1.6.x is not really being maintained in terms of bug fixes. Probably not what you wanted to hear :(.
