This question is actually more general WMS than Geoserver-specific: Can one
use an SLD to change an image provided by a WMS image service?
Specifically, I would like to get rid of the all-black border from around a
NED shaded-relief service...capabilties doc here:

It might be able to. But unfortunately this server does not support SLD. The UserDefinedSymbolization tag tells you what parts of SLD it supports, if it's not present then it means it doesn't support any sld stuff.
