Is there anyway to speed up the start up time of geoserver? I have a
large volume of gettiffs, shape files and jp2s. It takes upwards of 20
minutes for geoserver to start. Can this be offloaded into another
thread or something to avoid the startup scan?

The short version seems to be - you want to amalgamate the datasets into the fewest number of layers/stores possible (i.e. geotiffs into Image Mosaics).
