Howdy:
What process should I follow when discovering issues through use of GeoServer, but through investigation are actually caused by a bug in GeoTools?
a) only file bug in GeoTools
b) file a bug in GeoServer and GeoTools (making sure to reference issue numbers in both)
c) ?

Hi Ryan,
Depending on the issue you will probably it fixed faster if you report it here first. The reason being that most GeoServer developers who also develop in Geotools almost always prioritize their Geotools bugs by if they affect GeoServer or not :).
However its always very helpful to have the bug in isolated in Geotools, and if a jira has been created for it (ideally linked to a geoserver issue) then that is is a huge help.
So i would say bring it up on the Geotools list if you think it requires some Geotools developer feedback, otherwise feel free to file it in jira and then report the problem here.
