Hi,
I rather believe that the request never goes to Geoserver because the ü –character is somehow badly formatted by the client and SAX parser never sends it forward. Your client can for example claim in the headers or in the beginning of XML body that contents are encoded as UTF-8 but u-umlaut is really not encoded in UTF-8.

The following GetFeature works OK for me with Geoserver 2.8 for the topp:states featureretype. It does not find anything but does now lead to an error either when I send it from the demo request window:
