I see a reference to VMap support on this page:

But, it is not clear what to put on the URL line. VMap data contains lots of
files. Is there one file in particular I should place on the url line?
I tried supplying this url:
file:data/northamerica/VMAPLV0
in the “DataStore Editor” and used the “shapefile” DataStore Description,
but I got this error:
Provided parameters can not be processed
Here is a directory structure of my VMap data:

I think the LHT file is the one to link to. VPF isn't super well supported though. If the link to the LHT works could you update the docs? (it's a wiki, hit 'page operations' -> 'edit page' on the left)
If not you might just use ogr2ogr to convert to shapefile...
