How do I set up GeoServer to return OtherSRS (WFS 1.1.0) / OtherCRS(WFS 2.0.0) in WFS GetCapabilities?

You don’t, there is no support for that. Should not be hard to code though, either with a global
list for all layers, or something layer specific.
