Is there any way to specify the number of decimal places for the coordinates
of the polygons returned in a wfs request, short of changing the tables in
the database?

Hi Stephen,
yes there is. One is able to specify the number of decimals to use when encoding coordinates in geometries. The default is 8 decimal places. You can set the parameter on the configuration page:
