No, the GeoTools oracle module is not very well maintained. Lots of
people want Oracle support, but so far absolutely no one has been
willing to pay for it.
For me _personally_, I feel if you're paying tens of thousands of
dollars for the server you can contribute a couple thousand to
improving
the GeoTools plug-in.
It is not the case. We need to use Oracle Spatial due to client
requirements, and we choose geoserver because Oracle Spatial is
supported. We are a small company which cannot support funding or even
develop Oracle datastore in Geoserver. We only can use, test and
contribute with comments and suggestion in mailing lists.
I am not sure if Oracle Spatial it is widely used (I suppose it is) but
I guess a University or Public Foundation will be presumably interested
on funding the project.
Meanwhile, we will be waiting...

And don't get me wrong, testing and good bug reports and suggestions are very helpful, for when someone actually gets some funding to work on them. And when we get really good bug reports that point us right at the problem and it's an easy fix that will make a big difference we'll do it. And I realize that most everyone out there has good reasons they can't fund the work or devote the time. The beauty of open source is that just a few people need to be the ones to provide funding, and everyone else benefits.
