Vorrei sapere come posso creare un WFS disponendo di un file .tab, .dat e
.map.

il formato MapInfo non è direttamente supportato da GeoServer.
Devi usare il plugin "ogr2ogr", come spiegato qui:

Se ogr2ogr via terminale non ti piace anche con QGIS riesci ad aprire i file di mapinfo e convertirli...

Attenzione, questo plugin chiama ogr2ogr a linea di comando per produrre
nuovi
formati di uscita WFS, in altri termini, permette di produrre dei file .tab
in uscita,
ma non di leggerli come ingresso.
Per la lettura c'è uno store GeoTools che usa OGR per leggere i dati, ma
non è ufficialmente
supportato e va buildato dai sorgenti (lo avevo scritto anni fa nel tempo
libero, ma non
ho mai avuto occasione di usarlo in GeoServer e/o metterlo in produzione,
per cui è rimasto
li in unsupported).
Consiglierei piuttosto di prendere o ogr2ogr, o qgis, e trasformare il file
.tab in
uno shapefile o importare in postgis, due sorgenti supportate
nell'installazione
base di GeoServer.
