This is easy. You don't have write access to moon.cecer.army.mil and
you need to in order to write the .gislock file.

I think I have mis-led you in terms of where I am using grass. I have it on my
on machine, the binaries for grass4.1 being taken from the moon ftp site. I
need to know where .gislock is usually located, b/c I can't find it when I
unzip the compressed binary files.

check to see if $HOME is defined. More than likely you want to
create $HOME/.gislock, not /.gislock
