[GRASS-dev] Compiling GRASS on windows platforms - updated instructions

hi,

in [1], I've updated the instructions to compile GRASS on windows platforms.

compilation steps based upon the both frameworks OSGeo4W and MSYS2 are
straightforward; the list of mentioned dependencies are up-to-date.

producing VC libraries using dumpbin command is one of the compilation/build
steps on windows. as MS Visual Studio and its $PATH/folder structure is a
some kind of a moving window, there are now examples in the instructions
related to older and newer MS Visual Studio versions.

testing and feedback welcome.
