I am not aware of us ever having a gdal-config that works on windows. As
far as I know, it is only used on unix-like systems.
I have reviewed the gdal package (1.5) and I don't see any production of a
gdal-config script.
I would add that I hope soon to make a GDAL 1.7 package as the "standard"
GDAL package and would suggest waiting for that before starting to
retarget GRASS or other packages to non-standard GDAL packages.
