[GRASS-dev] gis.m looking for monitorcap?

When I start gis.m on Windows I get the error in the attached screenshot. There is no monitorcap on native Windows GRASS because there are no monitors. Does gis.m really need to check for this? Could the check be removed?
Touching an empty monitorcap file solves the problem - Huidae I think has put this as a workaroud into Init.sh.

I think that we should always create a monitorcap file, even if it's
empty when no drivers are compiled.
