#208: "Additional tools" menu dialog broken in digitizer

1. Click the button, choose a tool from the menu that pops up - OK

2. Now try that again - can't do.

One needs to select another tool (say "Digitize new point") before going
back to 1.

Same problem applies to query tool. Should I open a separate ticket?
