https://download.osgeo.org/osgeo4w/x86_64/release/grass/grass/setup.hint
the package "python-pip" should be added.
Ideally also "python install PLY" should be executed as compile time of
WinGRASS / be an OSGeo4W dependency, to avoid that
https://grass.osgeo.org/grass74/manuals/t.rast.algebra.html is delivered
broken to Windows users.
