Add ''New'' action to the context menu of Location tree item in the
Datacatalog (Data tab).
This can be associated with Location Wizard as in startup or ''Settings >
GRASS working environment > Create new location''.
Another action can be added for ''Download'' (see the ''Download'' button
in startup (7.4)). This can be potentially merged into the first page of
the wizard or included in a newly designed location creation widget as
"location from online template" (see
wiki:wxGUIDevelopment/New_Startup#NCSUGeoForAllLabJune5).
