PSC,

Here the current state:

- Hamish Bowman: no answer despite personal reminder
- Helena Mitasova: +1
- Markus Neteler (chair): +1
- Massimiliano Cannata: +1
- Michael Barton: +1
- Scott Mitchell: +1

I would say, quorum reached. While, to my knowledge, this case is not
explicitely defined in our RFCs, I declare the election of the following
new PSC members as passed:

- Martin Landa, Czech Republic
- Markus Metz, Germany
- Margherita Di Leo ,Italy
- Moritz Lennert, Belgium

I have cleaned it up. The former is a historical document, the new stuff
recently I added I merged into the first page.
