GRASS71 binaries at launchpad's grass/grass-devel is only for Ubuntu 12.04.1.
Any chance to get one for 13.10 and 14.04. Maybe from other repo?

stuff it is quite easy to compile it yourself on Ubuntu. But note that 71
is trunk -- the most unstable version. If you want something quite recent
but stable go for release branch 70.
