[GRASS-dev] init.sh: support mapset creation on the fly from during startup

I just noticed that

grass63 /path/to/mapset/typo

creates a new "typo" mapset instead of returning an error.
(lib/init/init.sh rev 1.101)

??

I would think it better to return an error unless some --new flag was passed.
