FIPS county code [...] which uniquely identifies counties and county
equivalents in the United States, certain U.S. possessions, and certain
freely associated states.

fwiw, afaik the county code/state plane selector is the last
remaining part of g.setproj which has not yet been added to the
new location creation wizard. (USA only)
maybe there is a ticket for this from the time the wx wizard was
written? I know the todo was discussed.
