[GRASS-dev] New winGrass release

I have posted an updated winGrass based on releasebranch_6_4. Among
others, updates includes:
* fixed location wizard
* bat startup window is minimized (can't hide it sorry)
* hopefully some of the issues with non-english characters (please test)

Please post any problems.

Note: I'm going to be unavailable to release updated versions until
June 1st but the steps required to do so are quite simple if someone
else wants to take over until then.

I am getting a fatal error when open a mapset or create a new mapset. In both cases, g.proj.exe crashes (as you can see by the attached jpg)
