Dear GRASS developers,
it seems that there have been some licensing issues, which prevented r.cva to be included into GRASS, even if it has some technical merit over r.los [0].
Do these issues still exist?

unfortunately yes. Mark Lake told me recently that he tries to
resolve this (it's complicated legal matter...).
