Building CVS today (last build a couple weeks ago). I'm getting a liblibr_li. I remember this from quite a while ago, but I thought it was fixed (ie renamed). I could also have just forgotten about it and noticed again just now.

In general, if such thing is known and easy to fix and original author
absent, why not just fixing it rather than populating bug tracker and
mailing list? Or is it complicated?

Because different people have different ideas regarding what is or is
not a bug. None of the things mentioned in the bug tracker entry are
unambiguous bugs or have an obvious unique "solution".
