[GRASS-dev] [release planning] 7.4.1

I was able to compile and test 7.4.1RC3 today. It still has the collection of annoying to serious interface bugs, many of which are now fixed in 7.5.

AFAIU Anna is planning to backport these fixes later when 7.4.1 will
out (note that final is scheduled today). Otherwise we would need RC4.
I would go for final today. In three/four months will come 7.4.2 which
can include these fixes.
