mapset user1 in spearfish_grass60data-0.2.tar.gz
has defined database in VAR file:
DB_DRIVER: dbf
DB_DATABASE: $GISDBASE/$LOCATION_NAME/$MAPSET/dbf/
but dbf directory (database) does not exists. You should either
remove user1/VAR file or create user1/dbf directory.

where is this a problem (QGIS?)? The user1/dbf directory should be
autocreated
once needed. But yes, we should add it to spearfish_grass60data-0.2.tar.gz.

The database is only created if database/driver is not set in VAR.
If user sets a database manualy (as he does in user1 mapset)
it is his responsibility to create also the database.
