[GRASS-dev] switching locale doesn't affect some buttons in wxgui in winGRASS

hi,

tested here a little bit with winGRASS7.2.2 and trunk.

test case:

- winGRASS in win10
- system locale: german
- switching in winGRASS from system locale (german) to en
- wxgui uses now en, only some buttons (e.g. in the startup wizzard: help,
quit) are still in the system locale

AFAIU, these buttons are handled directly by wxpython, not by GRASS GIS, and wxpython uses system locale.
