v.out.ogr produces some interesting effects in the current beta version for native windows:
Using Spearfish,
v.out.ogr input=roads type=line,boundary dsn=. olayer=roads_out layer=1 format=ESRI_Shapefile
gets stuck after a black window ist produced by C:/msys/1.0/local/grass\driver\db\dbf.exe
[btw the combination of slashes and backslashes is NOT a typo.]
This happens only when v.out.ogr is accessed through its GUI.
When called up entirely from the command line, it gets stuck at "13%".
Does anybody know of a workaround for this ?

A large vector with attributes? It could be the problem with
pipe on Windows. DB drivers are using pipes and there is a bug in
implementation of pipe buffer on Windows. IIRC it can fail on
Windows 5.1 (workstation) but it works on 5.2 (server).
Try to run the same on Windows XP server.
