find grass.to.ipw etc. in

src.contrib/EPA/

It is included at least in GRASS 4.2.1 source code:

We currently have GRASS4.2 on our system.
Older versions of GRASS had a command grass.to.ipw
that executed just such a conversion. Is this
program still around or has it been scrapped.
