[GRASS-user] creating shape files from text files

hi all,
I wish to create a ellipsoid around a point , the semi major and semi minor axis dist are known, which means the coordinates of the bounding rectangle can be calculated easily.
Can I create a csv or a text file to generate a shape file from it using some program like gen2shp.
What should be the format of the text file ?
is there any other way to do it in grass or quantum gis?

calculate the coordinates and use 'v.in.ascii format=standard'
see the v.in.ascii help page.

export to a shapefile with v.out.ogr
