I have compiled GRASS 7.0 on a couple of Mint-17 machines, and I see that the r.stream.* modules (no longer addons, part of the core program now) do not get compiled. I have to go into the grass70_release/rasters/r.stream.* directories, one by one, and do ‘make MODULE_TOPDIR=/usr/local/grass_7.0.0svn’
Can this be added to the Makefile?

no, they were disabled in relbr7 because of unsolved issues. There was
discussion about that on ML.
