The information about the error has helped me.
This was the procedure I followed:

  1. Go to control Panel
  2. Click Clock and Region
  3. On the pop up menu, click the third Tab-Administrative
  4. Then click Change System Locale at the bottom right corner.
  5. On the pop up menu (Region Settings)-Uncheck Beta: Use Unicode UTF-8 for worldwide language support
  6. Click Ok.
  7. Click Ok again
  8. Restart your machine and Start your Grass GIS. It should be working now, mine worked.
