Hello Rahma:
It seems you have very limited information about the parcels. I can’t imagine any way to get a GIS layer from a table with nothing but the id of the adjacent polygons. For example, suppose a plot is a rectangle and it has two plots to the north?? Suppose some plots are not rectangle at all??
