Can I rectify scanned maps with the tool georectify by DMS degrees
(Degree:Minute:Second) ?

Or I can utilise only DD decimal degrees?

I don't know about the others, but i.points for sure and probably i.vpoints accepts DDD:MM:SS.SSSSH. Make sure you include the hemisphere at the end and make minutes (& sec?) as two digits if less than ten (e.g. "05").
I think the v.in.ascii help page has the syntax for that.
