Hi list;

Can someone indicate me where can I request simple vector layers of Germany and France at municipality level?

AFAIK, this data level in France is not free. The only free
administrative data I know is available here :
http://professionnels.ign.fr/DISPLAY/000/528/175/5281750/GEOFLADept_FR_Corse_AV_L93.zip
as a shapefile.

Or may you have a look at this address :
http://download.geofabrik.de/osm/europe/
though I did not have time to visualize data.
