[GRASS-user] Maps with words as styling

Hi, all,

Is there a way to use GRASS (or Python, I suppose) to make maps with text in the shape of a polygon, like this one? (Warning, political content)

I want to make one like this one that has the most popular foodstuff for each state in India, but I didn’t even know how to describe such a map. Any assistance would be greatly appreciated.
