mentions " Last change: 09-Dec-2013" and top
page of mirrors at Namibia, Japan, Poland and Romania
all show " Last change: 25-Oct-2013". So I guess there is
some issue at the Polish Tier 1 site.
BTW, the FOSS4G2004 site is finally back online again at
[1]

When did you test this?
I've checked it, and on Polish mirror I found "Last change: 09-Dec-2013".
