IMHO having no writing permission to c:\ on Win7 is one issue,
but "Bad file descriptor: Files" could be a clue to another one.
could you g.gisenv set DEBUG=3
(see http://grass.osgeo.org/grass64/manuals/html64_user/g.gisenv.html for exact command),
maybe there are any hints for your problems.
and for nothing get lost in the mailing list, please post the output of v.out.ogr to ticket 1022.
