If we want to digitise a long feature (say road), then what is the way
to start digitise, pan it and resume to digitising. I found on doing
pan, we cannot continue from prevoius work.
Is there any way to snap to points?

In v.digit, you currently have to digitize as much line as you can in
the current zoom, then pan, digitize more line, pan, etc.
After leaving digitize line mode you can go into "move vertex" mode to
snap the two line ends together. Make sure you gave the two lines the
same category number.
It has been a long time wish to fix this & it should work a bit better
in the next generation digitization tool (wxPython GUI).

Use QGIS "GRASS Digit" tool (note that the 0.8 RC is beffer for
digitising GRASS vectors than the latest stable 0.7; several anoying
issues have been fixed).

If I have a line, then I should be able to start or end line to end
point of this line. Or if I have a point, then I shuld be able to
start or end my line from this point.
Both v.digit and QGIS' GRASS digit automatically snap vertices. You can
adjust the snapping distance in their settings.
